Traffic controls on county road. RIGHT-of-WAY MANAGEMENT  

The Sacramento County Department of Transportation Right-of-Way Management (ROWM) section is responsible for managing construction and other activities within the County road right-of-way including construction contracts, commercial and residential private development and utility work.  The ROWM section reviews and approves requests for road closures for construction projects, parades, fun runs and marathons.

Construction Traffic Controls 

Construction Traffic Controls are the responsibility of the Department of Transportation's Right-of-Way Management section.  Construction traffic control activities include the coordination of construction project scheduling and the review of traffic control plans for construction activities within the Sacramento County road right-of-way.

Encroachment Violation

Sacramento County Code has created an ordinance which established penalties for working within the County right of way without a valid encroachment permit or for not providing the required 24-hour notification prior to working within the right of way.

Examples of encroachment violations include: 

  • Dumpsters placed in roadways.
  • Basketball Hoops
  • Landscaping - overgrowth, retaining walls, fencing. 
  • Real Estate Signs.

Traffic Control Plans and Detour Plans

A Traffic Control Plan (TCP) shall be submitted to the Public Works Agency for review for all work performed with the County right-of-way. 

The objective of a TCP is to permit construction activities within the County right-of-way while maintaining a safe, efficient movement of traffic, pedestrians and bicyclists.
