What is Graffiti?

Graffiti is the unauthorized spraying of paint or the application of chalk, dye, permanent inks or any other substance or the unauthorized etching or scratching of such surfaces, to mark buildings, fences, structures or similar places or surfaces, visible from premises open to the public. Graffiti is a persistent problem in many areas of the County.

Why do we remove it?

The existence of the graffiti causes damage to the public by creating blight, marring the County's visual attractiveness, adversely affecting the quality of life for the County's citizens and discrediting the County's reputation for livability. The visual blight and property damage caused by graffiti takes its toll on the community standards. When graffiti is allowed to remain on a property and it is not promptly removed, it invites yet more markings and criminal activity, creating an atmosphere that deteriorates the County's quality of life and fosters a general fear of crime.

What is the cost?

In 1997, graffiti abatement costs for the United States were estimated at $13 - 15 billion. Costs to Sacramento County for 1999 have been estimated at $500,000. Informing the public of this tremendous loss of resources and how they can help combat this problem is essential.

How do communities fit in?

Graffiti on public property is a crime, and "taggers" are criminals. Catching and prosecuting offenders is difficult and the community must continue to support the efforts of the Police and District Attorney's office. Police and the District Attorney will encourage citizens to report the crimes, and participate in Neighborhood Watch programs.

Sacramento County Graffiti Removal Policy:  

Maintenance forces will remove or obliterate graffiti on County maintained bridges, soundwalls, overpasses, fences, and other County owned property maintained for road purposes. Maintenance forces will remove or obliterate graffiti on privately owned fences and soundwalls when the graffiti is visible to the public from a public street or road, and the private fence or wall is close to within five to ten feet of the street or road. Graffiti which is gang related or contains obscene language or images are to be given a high priority and removed as soon as practical. Other graffiti removal will be scheduled as part of the normal work rotation.

To report graffiti on County maintained property or to request graffiti removal from private property that meets listed requirements, please contact the Customer Service Center. On private property, a maintenance supervisor may inspect the site to determine if removal is the responsibility of the property owner.
