Fair Oaks Boulevard Improvement Project

The community outreach program undertaken by SacDOT revealed a variety of opinions regarding what should or should not be done on Fair Oaks Boulevard. As a result of this public outreach effort and subsequent direction from the Board of Supervisors, SacDOT is analyzing four (4) alternatives in the environmental document. By performing a detailed environmental analysis of these four (4) alternatives, we can provide the Board of Supervisors with the information they need to make an informed decision regarding what improvements to implement on this portion of Fair Oaks Boulevard. Preparation of the environmental document was initiated in April 2003. It is anticipated that the Draft EIR will be issued for public review/comment by the end of 2005.

ALTERNATIVE 1 (No Build) 100k PDF
  • Under Alternative 1 there would be no improvements made to Fair Oaks Boulevard.
ALTERNATIVE 2 (Four lanes with median and edge landscaping) 317k PDF
  • Fair Oaks Boulevard remains a four-lane facility with the shared turn lane converted into a 12’-wide landscaped center median.
  • Construct Type 2 curb/gutter throughout.
  • Construct 6’ wide ADA compliant separated sidewalks throughout.
  • Provide 6’ landscape strip with street trees between the new curb/gutter and sidewalk.
  • Install irrigation system for the center median and for the landscape strips between the curb/gutter and sidewalk.
  • Widen roadway to provide 5’ wide bike lanes throughout.
  • Relocate existing utility poles and streetlights to accommodate the additional pavement width and parkway strip.
  • Provide turn-outs at bus stops.
  • Install a new traffic signal at the intersection of Landis Avenue and Fair Oaks Boulevard.
  • Since Alternative 2 does not provide any additional travel lanes, it would rely solely on Transportation Demand Management & Transportation System Management strategies to reduce congestion.
ALTERNATIVE 3 (Six lanes with median landscaping) 185k PDF
  • Provide third lane in both directions and replace the shared center turn lane with a 12’-wide landscaped center median.
  • Construct Type 2 curb/gutter throughout.
  • Construct 6’ wide ADA compliant separated sidewalks throughout.
  • Provide 6’ landscape strip with street trees between the new curb/gutter and sidewalk.
  • Install irrigation system for the center median and for the landscape strips between the curb/gutter and sidewalk.
  • Provide 5’ wide bike lanes throughout.
  • Relocate existing utility poles and streetlights to accommodate the widening.
  • Provide turn-outs at bus stops.
  • Install a new traffic signal at the intersection of Landis Avenue and Fair Oaks Boulevard.
  • Alternative 3 requires a typical right of way width of 108’.
  • Modify existing traffic signals to accommodate the roadway widening.
  • Provide a non-signalized, left turn pocket from northbound Fair Oaks Blvd. to North Avenue.
  • In the future, the inside lanes could be designated as HOV and/or used for LRT/BRT (Bus Rapid Transit). This BRT option could only be implemented if and when Regional Transit studies the Fair Oaks Boulevard corridor and finds it operationally feasible to implement BRT strategies.
ALTERNATIVE 4 (Six lanes with median and edge landscaping) 329k PDF
  • Provide third lane in both directions and replace the shared center turn lane with a 12’ wide landscaped center median.
  • Construct Type 2 curb/gutter throughout.
  • Construct 6’ wide ADA compliant separated sidewalks throughout.
  • Provide 6’ landscape strip with street trees between the new curb/gutter and sidewalk.
  • Install irrigation system for the landscape strips between the curb/gutter and sidewalk.
  • Relocate existing utility poles and streetlights to accommodate the roadway widening.
  • Alternative 4 requires a typical right of way width of 112’.
  • Provide turn-outs at bus stops.
  • Modify existing traffic signals to accommodate the roadway widening.
  • Install a new traffic signal at the intersection of Landis Avenue and Fair Oaks Boulevard.
  • Provide a non-signalized, left turn pocket from northbound Fair Oaks Blvd. to North Avenue.
