SACDOT concluded a preliminary study for a Madison Avenue (Sunrise to Hazel) improvement project that will provide a number of roadway system benefits including:
- Improved roadway safety.
- Increased traffic capacity to ease congestion and delays.
- Improved bicycle and pedestrian facilities.
- Meet Americans with Disability Act requirements.
- Beautification of the project area.
Planned roadway improvements would include:
- Widening Madison Avenue from 4 to 6 lanes between Sunrise Avenue and Hazel Avenue in the City of Citrus Heights and the Orangevale area. Project implementation requires a cooperative agreement with the City of Citrus Heights.
- Construction of a 12-foot wide raised, landscaped median along Madison Avenue.
- Modifying existing traffic signals, sidewalks, curbs and gutters.
- Roadway improvements for ADA compliance, transit access and
bicycle and pedestrian facilities.

Design, 2008 to 2010
Right-of-Way Acquisition, 2009 to 2011
Construction, 2011 to 2012
Estimated total project costs are $17 million and
will be provided by Developer Fees and Measure A Sales Tax.
