Primary Gateway: Presented ideas consisted of large palm trees, Mission style towers, large vertical architectural elements, the introduction of water, a roundabout at the intersection, a natural element to tie into Haggin Oaks Golf course and the need for a reoccurring theme throughout the corridor.
Main Street: Define turn-ins into businesses and allow landscape to occur where space would allow, a trolley within the median to provide alternate transportation, buffering the auto dealerships, ADA accessible sidewalks, consistent landscaping with street trees, uniform signage and possible removal of billboard signs.
Town Center: Use enhanced color pavement to support the pedestrian feel, similar design elements on all four corners, vibrant plant material, common streetlights and uniform building elements to create an architectural character.
Auto Centre: Use of limited landscaped medians or perhaps the introduction of enhanced hardscape, dress-up medians with enhanced paving, incorporate pocket planters, improve access for side streets, wider sidewalks to provide pedestrian access, synchronize traffic signals to improve traffic flow, group together business entrances, provide isolated new car offloading zones and provide bus turnouts.
Entry / Arrival Identification: Incorporate matching street lights with seasonal banners, monument signs on signal lights, linking the corridor with the park greenbelt system, identifying the corridor with a regional name (i.e. "Fulton Town District") and to be cautious with using too bright of signage.
III. Master Plan Presentation
A. Overall Concept
Continuous design elements (lighting, monument signage, median and street trees, furniture, etc.) in the California Rancho theme throughout the Fulton District.
Use of Palm trees in median except at the Town Center where Evergreen Oaks would be used.
Ornamental Pears used as street tree except at the Town Center where Palm trees would be used.
B. Street Sections
All sections work on the premise that two of four travel lanes will be narrowed by two (2') feet thereby incorporating a 2' planter, 6' sidewalk, and 11' median within the existing right-of-way.
The Main Street Section contains a 30" high hedge within the 2' planter for screening, a new light standard, Ornamental Pears as street tree and Palms as median tree.
The Auto Centre Section contains a 30" high wrought iron fence with climbing Roses, a rejuvenated light standard, Ornamental Pears as street tree and Palms as median tree.
The Town Centre Section contains a 30" high hedge, decorative light fixtures, Palms as street tree and Evergreen Oaks as median tree.
C. Intersection Improvements and Monumentation
Provide used brick crosswalks.
Each intersection would receive monument wall with inventor's silhouette and description of invention.
D. Lighting
Existing light standards would receive "rejuvenation" with an applique base element, paint in a common theme color and ornamental iron graphics.
E. Median Design
Landscaped medians would be restricted to limited areas.
Other areas would receive an enhanced left turn lane with brick to slow traffic.
F. Common Driveway Easements
Develop the concept of common driveway easements to consolidate driveways to allow more median development.
G. Gateway Elements
California Rancho type structure with plaster, wrought iron, clay tile roof, mission styled lighting and Palm tree accent.
Placed at four locations within median centered on the intersection of Fulton and Marconi.
20' tall.
H. Landmark Elements
Similar to gateway element except 35' tall and also containing signage for the Haggin Oaks Golf Course.
Placed at two locations along Business 80 for visibility from the freeway within Haggin Oaks Golf Course property.
IV. Consensus of Ideas
Median obstructing ability of traffic to make left turn onto individual properties.
Vote taken to identify positive direction for concept was unanimous approval.
How to pay for the construction and maintenance.
ADA accessibility of used brick.
Cal Trans schedule for improving / widening the Fulton Avenue overpass.
Cal Trans schedule for landscape improvements along Business 80.
New lighting in Auto Centre area still not adequate.
Use of Palm trees as street tree means overhead power lines in Town Centre area would have to be undergrounded.
Street trees continue for a small distance down side streets.
