The technical committee meeting was held at 1:00 p.m. at the offices of Morton & Pitalo, Inc., 1788 Tribute Road, Sacramento, California.

Actions / Meeting Items Discussed:
I. Intersection infrastructure
A. U-turn capabilities along the length of Fulton Avenue are currently limited. These should be expanded to the following major intersections in both directions.
Arden
Alta-Arden
Cottage
El Camino
Marconi
Edison
Auburn
B. The Auburn Boulevard intersection widening will take precedence over any widenings at Edison.
C. The County will be interested in right-of-way acquisition in these areas.
D. Current County requirements for a 90' right-of-way width and 200' acceleration lane may be reduced for the purposes of this project to 44' minimum U-turn radius and short tapers with 45° transitions into existing right-of-way improvements.
II. Non-conforming rights-of-way
A. There are several locations along Fulton where this occurs.
B. Locations should be illustrated and brought to the attention of the Fulton Advisory Committee.
C. Most areas already have prescriptive rights and may require only small right-of-way acquisitions.
D. The FAIA should be in touch with these parties to attempt to get their buy-in to the master plan concept.
E. Where land holders are not interested in selling their portion modifications to the master plan section could occur.
III. Pedestrian Crossings
A. Additional pedestrian crossings should be added at the intersection with Carlsbad.
B. This could be a pedestrian only signal to facilitate the Fulton-El Camino Recreation District master plan for access between the neighborhood parks.
IV. Street Lighting
A. Street lights in the auto centre were out at the time of the Charette therefore necessitating the comment the night of the meeting. Rizaldi has forwarded a request to the appropriate parties to fix the problem.
B. Additional streetlighting to the north of Marconi would have to be phased in as right-of-way acquisition occurs.
V. Road Section
A. Raising the elevation at curb, gutter and sidewalk to facilitate the existing crowning of the road bed appears to be the best solution at this time.
B. Storm drainage and driveway modifications may have to be facilitated at driveway aprons that are changed as a result.
C. Santa Rosa precast drain inlets may be used at the gutters so as not to disturb the interconnects.
VI. Cost Estimate
A. Alternate costs should be shown for brick on concrete, stamped asphalt and stamped concrete.
