The 3rd meeting was held at 2:00 p.m. at the offices of Morton & Pitalo, Inc., 1788 Tribute Road, Sacramento, California.

Actions / Meeting Items Discussed:

I. Reviewed Charette One Minutes focusing on the "Consensus of Ideas"
A. Discussed each of the items identified by the Charette One attendees as they relate to the five focus groups.
B. Items specifically address or added are:

1. Within the Primary Gateway area:
Incorporation of a traffic roundabout would be difficult from the stand point of pedestrian safety and traffic engineering. The use of water should be investigated further since this corridor is based upon entertainment; these two items blend well. There should be a reoccurring theme or element for the full stretch of Fulton Avenue. The notion of reducing Fulton Avenue from a four lane road to a two lane road would gain valuable R.O.W., yet would be very difficult to implement from an engineering standpoint. Enhance the interchange for both northbound and southbound traffic. How flexible is Cal-Trans?

2. Within the Main Street area:
The opportunity to incorporate a street car shuttle with a central parking area. Introduce decorative street lighting. If it is not within budget to add true decorative fixtures, perhaps the county will entertain painting standard county fixtures to tie into a design theme. Another possibility is to add decorative bases on existing street lights.

3. Within the Town Center Area the committee was in agreement with the Charette One meeting minute suggestions with the addition that perhaps in general there should be some flexibility with building setbacks. The possibility of siting buildings close to the street and placing the parking in the rear supports a pedestrian town feel.

4. Within the Auto Centre Area:
Concerning the notion of synchronizing the traffic signals to improve traffic flow, the county stated that from Cottage to Auburn the traffic lights are synchronized. However, pedestrian crossing causes great disrupt to the governing computer.

5. Within the Entry / Arrival Identification Area the committee was in agreement with the Charette One meeting minute suggestions.

6. In general for the corridor, it should be investigated if the existing four foot sidewalks can be left in place rather than constructing the new county standard six foot sidewalk, since space is limited. This would allow the opportunity for landscaping.

II. Direction of Master Plan for Charette Two

A. Prepare an overall Master Plan with supporting sketches to convey design elements.

III. Items to address / provide for Committee Meeting Number Four

A. Prepare a flyer for Charette Two. The County of Sacramento will be mailing to a select group of residents, from 500' to 700' to radius, notifying them of the February 10th meeting.

B. Contact Cal-Trans to discuss opportunities for enhancing the bridge overpass as well as the off-ramp landscape corridor.

C. The Fulton Avenue Improvement Association will present a short history of the association and have pertinent sub-committee members to address specific assessment district questions.
