The 1st utility sub-committee meeting was held at 2:00 p.m. at the offices of Morton & Pitalo, Inc., 1788 Tribute Road, Sacramento, California.

I. The following utility agencies met to discuss conversion of overhead facilities to an underground system:
SMUD
Pacific Bell
Comcast Communications
PG&E was also invited to join the meeting but declined citing that they have no need to modify existing gas lines in Fulton Avenue and have no interest in participating in a joint trench.

SMUD cautioned that their initial estimate of $1 million is subject to further review and refinement. An additional amount of $40,000 to $50,000 is also needed for engineering. A 16 KV overhead line crossing Fulton at Elvyra Way is not included in the undergrounding scope due to the high cost of undergrounding this facility.

SMUD suggested that it would require about six months to engineer the project.

Pacific Bell advised that they are about 3 weeks away from finishing an estimate for the their system. Like SMUD, they are starting their work several hundred feet south of Arden Way to clear the intersection of overhead lines. This may not be the desirable from a cost perspective due to the high cost of undergrounding through this intersection (lack of cover over Strong Ranch Slough box culverts may require a deep crossing). AT&T also has a significant fiber optic facility in the area that must to be avoided.

The County of Sacramento is the lead agency for this project.

Cost sharing for the undergrounding project was discussed. All utility representatives indicated that Public Utility Commission rules do not required that they pay for the cost of any part of the undergrounding program. If the roadway were being widened, then they might be able to credit the difference between the aerial relocation cost versus the undergrounding cost. They also indicated that the aerial relocation cost would be quite small. All costs must be paid in advance by the proponents prior to initiating construction.

The new underground facilities will need to be located with a Public Utility Easement outside of the County right of way. Easements to the riser poles or service panels will also be required. The undergrounding proponents will have to provide these easements.

There would not be any real cost benefit to properties from converting from overhead power (120/240 volt) to underground power (120/208 volt). Benefits are aesthetic (no poles and wires to look at) and perhaps safety (no poles to drive into or obstruct pedestrian access).

SMUD has assumed that undergrounding will extend 50 feet behind the right of way to a service pole, only Fulton Avenue will be undergrounded (side streets within the Business Improvement District are not included), and all underground conduit, pullboxes, transformers, cubicle pads, etc. are installed by a joint trench contractor. Pacific Bell and Comcast Communications also make these assumptions.

Our best guess for undergrounding cost at this time is over $3 million.


II. Arcade Water provided suggestions for improvements that would dovetail with the Water District's Master Plan.

The Water District is consolidating their well sites to eliminate about half of the wells within the District. Replacement wells will provide greater flows (2500 gpm) and when combined with new transmission mains (16-inch or larger) along the fringe areas of the district, a fire flow of 3000 gpm should be attainable. Transmission mains along arterial streets like Fulton Avenue are being avoided because high traffic volumes make construction difficult and expensive. The Master Plan is a 20-year plan but the District is striving to complete the construction work in the 1st five years. Construction of a transmission main along Bell Street is scheduled for 1999.

The Water District suggested that a 12-inch distribution main would be appropriate for Fulton Avenue. Fire hydrants and onsite waters systems can tie directly into a distribution line but not a transmission line. Smaller water lines currently serving the area should be tied to new main to improve the water network.

Construction of a new water main would need to meet all Water District standards. Copies of the new Master Plan standards became available this week. Location of new facilities should be outside of landscaped areas. The District has had difficulties maintaining facilities around mature trees (especially protected oak trees). This may require that a new water line in Fulton Avenue be placed in the two-way left turn pocket or the lane immediately next to it due to conflicts with sewer and drain locations. The water main should be placed in the center of a lane and not in the vehicle wheel tracks.

Our best guess for constructing a 12-inch water main is about $1.5 million.
