Sacramento County Transportation Development Fee Program (SCTDF) Update

​The County is in the process of updating the Sacramento County Transportation Development Fee Program (SCTDF).  The updated SCTDF will fund improvements to major roadway, transit, bicycle and pedestrian facilities needed to accommodate travel demand generated by new development through about 2047.  The County will be rolling out various draft documents over time to provide for public review and comment.  The schedule is as follows:

  1. Draft Roadway and Intersection cost estimates: August 2018
  2. Draft Trail and Transit cost estimates: August 2018
  3. Draft Nexus Report and proposed development impact fees (with updated cost estimates): September 2018
  4. Board of Supervisors Workshop (December 11, 2018) – Presentation of Draft SCTDF requesting Board and Public comment.
  5. The Board of Supervisor Hearing dated March 12, 2019, was continued to the April 9, 2019 Board agenda when SacDOT will request Board adoption of the February 2019 Nexus Report, revised County Ordinance Code, and the updated (ver. 4/9/19) SCTDF Fee schedule.

February 2019 Nexus Study:

Subsequent to the Board Workshop on 12/11/18, and stakeholder feedback, changes have been made to the November 2018 Nexus Study package.

The current February 2019 Nexus Study, updated SCTDF fee rates and proposed County Code Chapter 16.87 revisions will be presented to the Board of Supervisors on April 9, 2019 requesting their approval for adoption of the 2018 SCTDF Update. Some of changes since the November draft Nexus Study includes the following:

  • Sac RT has requested that the Transit Impact Fee (TIF) be implemented and administered by the County. The County will disperse the TIF semi-annually to SacRT for eligible program projects identified in the 2018 SCTDF Update. An authorization to approve a SacRT/County MOU will be requested from the Board on 4/9/19.
  • A grade separation at Waterman Road and the Central California Traction Railroad line was added to the SCTDF project list based on the railroad’s position that this will be required.
  • Shoulder widenings were added to Wilton Road and Alta Mesa Road, and adjustments were made to the cost allocation for rural road improvements to account for through traffic.
  • Four new land use categories have been added: Extended Stay Hotel/Motel, Mini Warehouse/Self Storage, High Cube, and Commercial Agricultural Building.
  • The SCTDF fee rates provided at the December 2018 Workshop included only the regional share of trips on Internal Roadways. (For purposes of the 2018 Update, Internal Roadways are defined as 4-lane roadways where 90% or more of the trips had an origin or destination within the related development.).  Multiple developers requested that the full cost (regional and local share) of Internal Roadways be included within the SCTDF.  The local share that was previously assumed to be borne by the plan area finance mechanisms. The full cost of Internal Roadways has now been incorporated into the SCTDF update and fee rates.
  • The proposed SCTDF fee rate schedule (Ver: BOS 4/9/19) has been adjusted to account for inflation from the 2017 cost levels reflected in the February 2019 Nexus Study to 2018 levels. The inflation rate increase for 2018 was 6.4%, as determined by the Caltrans Construction Cost Index that was published by Caltrans on 3/13/2019.

Next Steps:

  • On April 9, 2019, SacDOT will present the February 2019 Nexus package and revised (ver: 4/19/19) SCTDF fees to the Board of Supervisors requesting the Board’s adoption of the 2018 SCTDF Update, and proposed changes to the SCTDF ordinnance (County Code). ​This will be a timed item on the 4/9/19 Board agenda. The agenda time of 2:45 p.m., is subject to change up to 72 hours prior to the Board meeting. The final scheduled time and the complete agenda item package will be posted by the Board Clerk at “Board of Supervisor Meetings” 

  • Approximately 60 days after the BOS formally approves the SCTDF Nexus Study, SCTDF fee schedule and ordinance the revised SCTDF Nexus Study and fees will go into effect.

November 2018 Nexus Study:

Some of the changes in the November 2018 Draft Update from the earlier 2018 drafts include the following:

  • The forecast period has been increased to 30-35 years growth – through approximately 2050.
  • This 2050 forecast period has resulted in the inclusion of substantial development in North Precinct.
  • The November draft Nexus Study has changed back to the original six fee districts per the 2010 SCTDF.  The earlier 2018 draft Nexus Study had only five fee districts, by merging Districts 1 and 6 into one larger “District 1”.
  • Miscellaneous cost adjustments/corrections were made for certain unit costs, right-of-way and trails.

Stakeholder Question and Comments

Thank you all for your patience with this SCTDF Update process. Since the County first began releasing the various draft 2018 SCTDF Update documents (above) we have received about 150 questions and coments. Some of these involved relatively simple responses, others involved some more significant modifications to the Nexus Study.
