Garfield Ave. Bicycle & Pedestrian Connectivity

This project will install Class 2 Bicycle Lanes along Garfield Avenue between Whitney Avenue and Winding Way, pedestrian sidewalks between Whitney Avenue and Gibbons Drive, ADA ramps and traffic signal improvements for pedestrians and bicyclists at the Winding Way intersection in Carmichael (District 3).

Project Benefits

  • Improved safety for bicyclists (delineated and signed bike lanes).
  • Improved safety for pedestrians (curb and sidewalks, bulb outs at intersections, and street lighting).
  • Improved access for the disabled (sidewalk ramps at street crossings, traffic signal and crosswalk improvements).

  • Right-of-Way Acquisition: 2016 and 2017
  • Construction: April 2019 - April 2020
      • Note: Construction Contract No. 4406 was advertised on March 9, 2018 and bids were opened
        on April 12, 2018. One bid was received that was 55.4 % over the estimated contract cost. To
        attract additional bidders, the County rejected the bid and re-advertised for construction to begin in April 2019.  On August 21, 2018, the Board of Supervisors authorized the award of a $2.5 million dollar construction contract.

Funding

Estimated construction cost is $2.5 million, with funding provided by the Federal Congestion Management Air Quality  (CMAQ) Program and a local percentage match from the Sacramento County Measure A Sales Tax.
